St. Johns River Crossing Project Development

and Environment Study Public Hearing







Dear Constituents,



A Project Development and Environment Study is being held by the Florida Department of Transportation to develop a new limited-access roadway that runs from State Road 21 (Blanding Boulevard) in Clay County to Interstate 95 in St. Johns County.  This study will evaluate the social, natural, and physical environmental impacts of each option for the roadway, the results of which will be published in an Environmental Impact Statement to the Federal Highway Administration for approval.  The Florida Department of Transportation hopes this new project will address the traffic issues that have resulted  from the population growth in the area while minimizing the effects this project could have on the surrounding communities and the environment.





The project, named the St. Johns River Crossing project, is expected to be combined with the SR-23 Branan Field-Chaffee Road project to make the First Coast Outer Beltway project.  The First Coast Outer Beltway project would connect Interstate 95 in St. Johns County and Interstate 10 in Duval County by use of a toll road.





The St. Johns River Crossing Project Development and Environment Study Public Hearing is being held to inform the public about the project and to allow the public to express any views on the location, design, social effects, economic effects, or environmental effects they might have.

I thought the location (replacing the Shands Bridge) was locked in stone.  Is it not?

We need that and a different crossing between it and the Buckman. Alas, it'll never happen.

Those were my thoughts too.  But I guess it may still be open for discussion.  The 9B leg from Jax to I95 seems to be pretty far along in the design phase, whereas, the leg from I95 on to Clay is pretty much preliminary and conceptual still.

You are correct....from what I understand, these are the Final Public Hearings on the PD&E study....the meeting(s) is required by Federal law prior to getting a Record of Determination (ROD) from FHWA.

As I live just below The Shand's on the St. Johns side, it's about "as stoned" as it gets. There are several road
(approaches) already under construction. 16 is on the way to being all 4-lanes from World Golf Parkway to the river. 13 has flags everywhere, and 16 between 16A and 13 have a constant hum that something is going on in the no mans land east of the bridge interchange, and in the backwaters of Cedar Creek. Out on the bridge causeway itself, on both Clay and St. Johns sides heavy equipment is working, pipes are out and it looks like the early part of a major something??

I still hate the fact that they plan do go south of Lee Field, which effectively destroys the Green Cove Springs airport/base facility, and will keep it from ever reaching it's full potential. There is plenty of right of way along the old route through the base area that wouldn't do nearly as much sprawl damage.

in theory, if enough people are opposed to the plan, the Feds require revisions prior to the ROD.
