Nice find.  To explain this locally, JTA started off with a full BRT proposal.  As indicated by this article, this style of BRT costs just as much or more than light rail because it requires its own dedicated right-of-way.  This is what Metro Jacksonville has and continues to fight against, given the high number of rail corridors accessing denser areas already in place.

JTA's new North Corridor proposal is actually falls somewhere between "Part BRT" and "Rapid Bus".  Buses will now travel on existing streets, have signal priority and make limited stops.  While the price is much cheaper, it is definately not a substitute for any form of rail.  Really, its just a slight enhancement to improve the quality of bus service we currently have today.
