This is all very strange. Are they going to harden part of the office building instead?  Work-at-home trends shouldn't change whether they need a facility that can withstand storms and other events allowing JEA to continue operations.  If they don't need all of the office building now under construction, can they sub-lease it?

^Yes, I find this to be very strange. Either they need a hardened facility or they don't. The only thing I can make up is that perhaps they fit the hardened facility in the building under construction. Originally that was the plan anyway before they chopped off two floors.

Or they found a way to make their existing Westside emergency ops center get the job done.  I could never figure out why they needed something else.

LOL. JEA employees working from home will have a hard time helping out if they are the ones without power (and/or internet).  That would seem to be the most vulnerable place to work from.
