The plan? Grass and weeds that won't be maintained. Leave the broken concrete foundations of the demolished Landing buildings. Unkept promises to keep it from becoming a homeless camp.

They'd have to issue an RFP to do anything more than a park. However, that could happen either before or after demolition.

Actually it is both.  The plan is not to replace it with anything.  I will be surprised if it even gets grass.  I suspect it will be surrounded with chainlink fence and an opaque screen like 200 Riverside is now.  They don't even have money to finish the dog park downtown.
