Study: Shipyards site contaminated, needs cleanup; extent, price still unknown

As the city continues negotiating a redevelopment deal for the downtown site with Jaguars owner Shad Khan, it is working to learn the extent of its environmental contamination. In its former life, the property was the site of extensive industrial use that exposed it to an array of toxic elements.

Officials from the city's Public Works Department said they weren't surprised to learn the site was contaminated with lead, arsenic and other toxins that exceeded acceptable levels. But they didn't expect contaminants to be found in the soil cap that was installed in 2007.

That finding will require further study to determine if the cap needs to be repaired, said Public Works Director Jim Robinson.

Are we to understand all of the planning by LandMar never got so far as a solid estimate to do the site remediation?

LandMar OR TriLegacy for that matter.  They both acted like they were about to turn shovels any day, until the plug was pulled.

Duh!

It is a brownfield site (old industrial site). They have been holding events on it. Driving traffic over it. Letting rainwater do it's thing. What did they expect?  I'll bet the "cap" wasn't real thick or uniform either.

Wait till they dig a footing or start deep foundation work. It will be really expensive if they have to clean up the river silt too.

They were more than happy to take the city's money and funnel it to other projects.

The difference is that Khan has already called his Not To Exceed number.  As usual, neither the media nor the city has solicited a comment from Khan on this latest news.

First I've read the actual term sheet.  I didn't realize how specific it is.  5.1 acres of fill? 525 boat slips? 662 residential units?

That is all part of a standard development agreement for a large multi-use project (DRIs aren't really used much in Florida anymore) where they are rezoning the property and establishing vesting rights up to a certain intensity/mix of uses.

I wouldn't put much stock in this being what the actual product looks like (the vast majority of the time developments like these never achieve the maximum intensity in which they are approved for at full build out)... its just all part of the necessary due dilligence on a redevelopment deal of this magnitude.
