JAX has a very large acreage for 'Parks' which is probably skewing the results dramatically. Expenditures for recreation is also very low.  Lots of acres divided by little money gives the appearance of 'efficiency'.  The vast majority of the 'Parks' are actually conservation areas. 

The ranking is pretty worthless.

Very misleading title. They sampled 65 cities and we came in 29th. So essentially we are middle of the pack. Saying we are one of the best run cities in America is quite the stretch.

Most of the people at 117 West Duval Street, Suite 400 cannot do math either. So #29 out of 65 appears to be a great thing. Kinda like #58 best place to start a business. Kinda like losing $50 million in budget that the City Council finds for you, kinda like not have a balanced budget 4 years in a row......
