Daytona's downtown (Beach Street / Ridgewood area) has more organic (non government-office) activity than Jacksonville's on a typical day, I don't think the article is jaded by that. If anything it'd have been the reverse. Up until recently you could've filmed a zombie apocalypse movie in downtown jax. But the past several years downtown has quietly been undergoing a shift towards becoming a nightlife district in the evenings, and it's really made some strides. I think the writer was legitimately impressed at the progress that's been made, there are people where formerly there weren't any. We still have a long ways to go in terms of bringing in daytime activity, adding residential occupants, and dining options, but the part of it the article focuses on, the evening/night scene, is a legitimate success story.
