At this point, how do we know that the Fuller Warren/95/I10 interchange causes enough congestion to warrant expansion?  The thing has been under construction in one for or another for 30+ years.  We don't even know what happens when it isn't under construction. 
So I said to him: Arthur, Artie come on, why does the salesman have to die? Change the title; The life of a salesman. That's what people want to see.

Yep.  When 4 WB lanes from Overland bridge is completed, the bottleneck occurs at this interchange.    The idea is to fix it now to reduce construction fatigue with the overlapping projects.  Delaying will leave a window and could ultimately increase total construction time.
