Meh. It just seems like more arbitrary red tape in order to open up a club. I'll just stick to places that don't have a reputation for having a shootout every Saturday night.

My question is how are they going to enforce this?

What department will be in charge of verifying they are up to date?
Growing old is mandatory. Growing up is optional.
