The parks are finally going to get some things done this year.  Also, there was funding years ago for a lot of work on the parks then the Army Corps of Eng stopped it due to contamination. 

There were trash cans once upon a time but there were not the right kind or something and the city took them away.  When we had a store on Main it took an act of congress to get the few cans that were there ever emptied. Liners were gone, then the wrong kind of liner then....
