NOT  on the agenda was a presentation by Kerri Stewart Interim Executive Director of the Cultural Council with a strong, forceful, deliberate, at times standing then sitting compelling pitch to the DIA Board that the Public Art Program will be looking to make Street  Art Legal in Jacksonville. This will require Administration changes as well as policy changes. Ordinance Code changes.

Projects have been approved. This would apply to Skyway Walls, Utility Boxes, Street furniture. Keri was asking the DIA to get on Board and be a pilot area. There would be a confined area. Ultimately this program would be expanded all over the city in different neighborhoods.

We also have another report from witch to draw action from. Are you kidding me.
For example. The Northbank will be broken down into 3 parts.
1. Connect- This boundary is from the Fuller Warren to the Acosta
2. Captivate
3. Celebrate

So here is what I heard with the Northbank breakdown. 1. Connect- Interactive water features. And the RAM dock is only open when RAM is open 4 years later. Not good.

For the Northbank my favorite is and always will be the Jim Love, Kevin Kuzel, 26' Berkman Floating Dock Compromise (Shipyards III) misrepresented by OGC to the Jacksonville Waterways Commission during the 2013 FIND grant application process. And I will swear to that under oath in any court of law. Also super follow up by Jacksonville Waterways Commission member Lori Boyer Dist. 5 and the OGC opinion on Catherine St.

If we can now brand our Sports Complex a Social Complex we can call this 26' of access to our St. Johns River an American Heritage River a FEDERAL Initiative in our new super duper restricted DIA zone a RICO spot. This is positive. This is the 3rd part where we CELEBRATE.

So during Public Comment I felt a moral and ethical obligation to make the DIA aware of the 4/2/14 Noticed meeting on new Docking Rules Downtown that was held by Dist. 14 Jacksonville city councilman Jim Love and District 4 Jacksonville city councilman Don Redman.

I also made the DIA aware that at this meeting it was announced that the yet to be built floating docks will have a 10 year no compete clause for one vendor. This has to be POSITIVE.

I also informed the DIA that while this positive benefit is being shared a handout is also being distributed to the penalties that can be imposed for violating these docking Rules. 

I shared this example with the DIA. We have people that have been trained, and prepared to write tickets who are using handicap parking spots. NOW, if someone is docking illegally we have numerous Governmental agencies that have the power and Authority to seize your vessel.

More on this later.
There were 3 speakers for Public Comment. One was Jeannie Miller with the Civic Council.  She emphasized 4 points. I was really hoping for an update on the golden parachute with Steve Wallace when she told the DIA to "Go Big." but I think she was referring to something else.

I mentioned the 4/2/14 Noticed meeting on new docking Rules and the concern that not only one vendor is getting a 10 year no compete clause for the brand new floating docks on the Southbank but the subsequent handout that if someone violates this or any Rule that there watercraft can be seized by a host of Governmental agencies and one of the new guys Mike Tabb I believe with RedRock Global indicated and I welcome any correction to this new stat but he indicated that there is 4.8 miles of Waterways that will be in complete control of this new zone. Up from 3 miles previously stated by DIA Board member Michael Saylor in a previous meeting. I sincerely welcome any corrections to that understanding.

Jacksonville Waterways Commission meeting today 5/14/14 9 am in council chambers introduced at the Jacksonville city council meeting last night and the introduction of new legislation is no longer on the agenda at Jacksonville city council meetings (How morally and ethically wrong) so you would have had to go online and see it. So 2014-305 and the new docking Rules and more importantly the new super duper penalties that was a joint handout by Margo with the Administration, Paige with OGC, and Tera at the 4/2/14 Noticed meeting that was attended by the Chair of the Jacksonville Waterways Commission Don Redman and whose district is DOWNTOWN.

Is this information that is active legislation slightly important for the CRA consultants?

Is there a moral and ethical obligation to make this known to the full Jacksonville city council? The legislative body.

Nobody from the media was there. Nobody from print, radio, or TV. What a meeting. Nobody was there! Maybe 3or 4 with millions on the line.

Just  paraphrasing. The  few that spoke basically told the DIA that you need to unleash the Rules and Purse strings. Our city council are the biggest roadblocks to Jacksonville's success.

After that pep talk I like when our new guy Aundra Wallace said "As an organization we are going to have to grow up."

During my opportunity to share a concern in this new 4.8 mile zone of our Waterway from the Fuller Warren to the Mathews and how it should, could and can impact living Downtown on our Waterway I'm more convinced than ever that the Public Trust is being totally crushed and destroyed when it comes to Public Access and economic opportunity on our Waterway. Who is the RicoKeeper?

The CRA/DIA is still being drafted and has yet to be approved by council. Scott Wilson, Don Redman feel free to jump in here at any time. The 4/2/14 Noticed meeting and just one vendor for the yet to be built floating dock and a 10 year no compete clause.
