Interesting! I haven't heard of this place but it looks like they've already started work:
There's some photos of the inside on the FB page:

And they had a "go fund me page" (like kickstarter):
QuoteThe Hourglass Pub needs your help.

In November 2012 my dream to be a bar owner began to take flight. I told all of my friends and business associates, started a Facebook page, and created a website to get the buzz going. Through many trials and lots of hard work, by October 2013 I was ready to make a go of it. With $10,000 in my pocket, I set out on the quest that would become The Hourglass Pub: a beer, wine, and espresso bar with a mix of sophistication, steampunk, grunge, and urban decay. I found a great location in the Historic Downtown District of Jacksonville, FL, and I secured the lease. It's a 4000-square-foot end unit of an antique building... the perfect setting for the pub.

With the help of some great friends, family, and the use of all donated, used, secondhand, recycled, and upcycled materials, we had the Hourglass looking great in no time. We were set to open on New Year's Eve 2013, pending the fire marshal's all clear. On the Thursday before Christmas, the fire marshal visited and shut down the project until further notice. There were some problems with the building itself, and he needed to confer with other city officials to find out what we needed to do in order to correct them.

Needless to say, the pub did not open on New Years Eve and is still not open due to city building codes. We had to hire an architect and a general contractor, putting us $8,000 over budget. The city says we need to build new handicapped-accessible bathrooms. The construction and electric installation labor is being donated by great friends and completed with reclaimed materials. It will cost $5,000 to retrofit this 106-year-old building with the new plumbing.

There are no investors or angels or loans. We have worked for every penny to fund the bar thus far, with me still working full time as an IT manager and my fiance working 80+ hours a week. I was supposed to go to a consultant-only basis part time on March 1st with my company. My time is up and my fiance's overtime is exhausted.

We now have almost 300 likes on Facebook, vendors in place, staff ready to go, and a neighborhood of people that stop by and inquire as to when they can get their favorite drink with us. We need to get open soon.

Please help with what ever you can. Your efforts will be rewarded.

Interesting. This space was highlighted in the January Urban Construction Update but the use had not been identified:

Quote5. 343-345 East Bay Street

A new tenant appears to be coming to 343-345 East Bay Street. The space had previously been occupied by What's Good Jacksonville.

That's a pretty good location, lots of foot traffic, especially on the weekend w/people parking up the street.

Forget that, its a great place for the people being released from the PTDC to get their buzz on. Corner of Liberty and Bay? What there was nothing closer like A. Phillip Randolph and Bay? Seems far from the action, especially since the Courthouse is closed for all except the rabbit sized rats.
