When you are thinking about how the city could have screwed this up so badly, also think about how a few part time historic house advocates managed to read the same information available to the city people and understood what was required.  We knew about all of this for a while now, but have been making sure the Feds agreed with how we read it and now know they do.  How do supposedly intelligent and competent employees fail to understand the basics of dealing with the federal funding even after doing it for years?  Is in willfully ignoring the laws or is it simple incompetence?  Either way, there are probably a dozen or more appointees and employees that should be looking for new employment that better suits their abilities, or lack thereof.  Among them are Ms Scott, Mr Prado, Ms Spencer, Mr Moser, and, well, the list may very well be longer than a dozen.

These are interesting excerpts of City of Jacksonville Ordinance.  I know there are quite a few properties that were torn down waaay after that notice was placed on the property.

QuoteSec. 518.135. Vacating of declared building.

Any building or structure declared unsafe and so designated and placarded by the Chief, shall be vacated within 30 days after notice of condemnation has been given by the Chief to the owner and occupant of the building or structure.

QuoteSec. 518.142. Access by owner or operator.

Every occupant of a property subject to regulation by this Chapter shall give the owner or operator thereof, or his agent or employee, lawful access to any part of the premises, at reasonable times, for the purpose of making such inspection, maintenance, repairs or alterations as are necessary to comply with the provisions of this Chapter. It shall be unlawful to refuse such access. (emphasis is mine)
