This is my second post about this issue (of kids getting into trouble) since my Nephew and his mom are having troubles staying in school and getting and keeping a job. This post is about ideas to perhaps get them and others the training they need to be living independently.
First, if you are not in school or working, there is the issue of too much time spent idle at home or on the streets. Not good if you have to manage mental health or ADHD issues. This will more likely cause conflicts between individuals and their family members, living under the same roof. Plus some people, like teens, will end up on the streets getting into trouble, as well. Therefore, FSCJ ought to create new on the job training to get people out of their homes and off the streets. This new jobs training needs to be hands on training. Though transportation would need to be addressed to get them there.
Second, many times to be successful at school or on the job, you must be a good listener to take classroom notes or to follow instructions on the job. Because of some students not being good listeners, they will then get lost in school and not follow directions. Thus hands on learners will end up quitting school or go from job to job as a result. Then their frustrations will end up causing them to withdraw from others and/or it will aggravate their relationships with other family members, especially if they are all living under the same roof. Due to this, at least schools and companies should be mindful of giving directions in written form, if nothing else. Then their students and employees may perform or learn their tasks or instructions more successfully as a result.
Third, as more schools are now placing their text materials online, kids need to learn these lessons on their computer. If a student already has an attention deficit disorder, they usually will go off of these lessons then end up playing computer games or go to social medias, instead. Thus these lessons should NOT be on the computer, it should be separate from these computers instead. I believe the solution to this problem is to develop board games where you can move actual math equations and sentences parts by hand.
I believe many of us are bad at English, due to you have to be a good listener and note taker in class; yet may be excellent at Scrabble. Thus they will learn these lessons by this means. The ones who are strong at hands on learning will be the ones to develop these board games. So other peer hands on students can learn these lessons as well.
Fourth, create new scholarships for people to attend these new on the job training programs. Yet will not lose other benefits (welfare, food stamps) until they have acquired the full skills. They could place several steps of certificates as they learn on the job. They could set up these programs in health care, transportation, business, IT, among other careers. Iowa is now offering these new FREE on the job training and muti-steps level certificates programs, Thus Florida could do the same.
Fifth, let us not forget the benefits of exercise. Exercise makes you smarter, less depressed, concentrate more and healthier. Part of this on the jobs training must include some time to visit the gym. 
So please consider these 5 suggestions to keep kids out of trouble, adults happier and for them both to live independently. These ideas just may help families in more ways than one. Then everyone wins, in my opinion.

The problem today is that parents don't: 1) Discipline their children, 2)Know where they are at and what they are doing and c)Teach their children right from wrong.

My father had a loaded pistol in their bedroom. I would not have dreamed of touching it or even going in their bedroom without permission. That's because I had all of the things done to me in the first paragraph.

Calling teenagers "children" is just a slick way to make it seem as if they are totally irresponsible for their actions. If a teenager kills someone, they are most certainly responsible for their actions and should pay accordingly. Putting them in juvenile facilities only to get out in a few years is not justice. And stop already with the ADD and other nonsense. Funny, when I went to school, no one had ADD. The teacher knew exactly how to keep your attention. Not we pump kids full of drugs and somehow that's an improvement. Onward through the fog.

Any state that legalizes medical or recreational marijuana should immediately parole all non-violent offenders who are in jail for possessing or selling.  To do otherwise is the rankest injustice.
When all else fails hug the dog.
