Jacksonville Sister Cities

Jacksonville currently has 6 sister cities:
Bahia Blanca (Argentina)
Murmansk (Russia)
Massan (South Korea)
Nantes (France)
Yinghou (China)
Port Elizabeth (South Africa)

Is there room for more or other cities. As we move forward being a more and more international city with international trade.. should we invite the harbour city of for example Colombia?

Another city that I personally would like Jacksonville to partner with is Rotterdam the Netherlands. This city has many similarities with Jacksonville: River City by the Sea and had a similar downtown problems before major downtown improvements in the mid 90s.

Rotterdam would be a perfect match for Jacksonville, but I would bet that they already have a sister American city.  Any idea if this is true?

I thought Charleston was a sister city?
