St. Louis is recognizing the potential value in thier historic building stock, and is proposing a preservation fund to mothball thier 6000 vacant structures.

Jacksonville -- get on board.

CDBG money could be used for this -- not to mention the fact that the NSP funds were perfect for this use -- 1.4 million to demolish. 

It often costs less to mothball than demolish.

For this to happen in Jacksonville, certain personnel would need to be replaced at certain city departments.
