1983-2013 30 Years, and still planning transit

While Google searching rider statistics for Jacksonville buses, I came across this old Jacksonville Community Council study on Mass Transit.  A ride on the bus was $.60 in 1983, compared to $1.50 today. They were still planning the Skyway, which as another thread today indicates is still being planned and has tremendous potential.  One point I found interesting, in 1983 there were 52 routes and 18 were express to Downtown. Today, there are 56 routes according to JTA's web site with only 4 express bus routes.  Most striking though, was how in my opinion this very study could almost be written today.  What are your thoughts? Has Jacksonville made progress with transit?
