Are churches overcharged by JEA and does your city councilman care?

A man named Thomas Thomas used to frequently be the first public speaker at city council meetings, I don't know what started it but Thomas has it in for the JEA more so than any other citizen in Jacksonville. His latest complaint is really very believable and not very surprising. Churches and schools are entitled to a 10% reduction in their bill because of a state law prohibiting them for paying a public service tax. Thomas actually got a 3500 dollar check for his church which was figured on the last 3 years (statue of limitations for overbilling) He presented all this a front of city council Tuesday night and got no reaction from a single city council member. I for one don't really understand why there should be such a state law NOR WOULD I SUPPORT IT REALLY but I don't support JEA overbilling any customer as a matter of normal practice.
