DVI lists a 'new vision' meeting...for the public. Did anyone know about it?

Why are 5 venues (3,5,15,16,31) included on tomorrow's Art Walk brochure, that are east of Market Street, and north of Church Street, and therefore outside of the Business Improvement District?  Is the Special Property Tax Assessment now being paid by non-BID property owners?
