One of the city council regulars is at the podium. The city council does have regular public speakers. He says, "if you guys would have acted sooner we wouldn't be here so late tonight."

This man basically just referred to California as some homosexual Mecca. He claims passing this bill will not help in job growth but it will do the opposite; well, his claim wasn't exactly clear, but he definitely is against the bill.
