IMO, all Jax needs are some key interchange upgrades within the highway system and more connecting surface roads to enhance the grid within the beltway.

Outside of that, TRANSIT!!!!

Anticipated development has been a key element in highway 'planning'.

This perfectly profiled in recent publically logged history with the First Coast Beltway-key landowners being the primary driver.
Promotions of "Traffic Alleviation" have been forced to morph to "Economic Development".

Imagine a new facility built as stand alone without new development vesting.
