Anybody Can Do Anyone's Job?

I've been seeing a small growing trend lately in Jacksonville (especially in public roles).  At first it was just the FTU comment box but lately it looks like it's growing to the general population.

That is, anyone is qualified to do anybody's job.  A janitor's job is equal to that of mayor.  Being on city council is just as easy as being a fry cook at McDonald's.  Managing the city's money is equally as easy as being as casher in Wal-Mart.  Being a teacher is equally as easy as being a low wage daycare worker.  I think the most interesting one I heard is "if an Air Traffic Controller falls asleep at the job, just fire them.  There's a dozen janitors out there willing to take up the big salary to replace them."  Not sure where that came from. 

Has anyone else seen trends like this around town or am I just meeting the wrong group of people?
