Wow!  JSO is afraid to frisk a fat and greasy looking guy that has drugs falling out of his fat rolls but then spends two weeks staking out attractive females at The Pearl to find two underage drinkers from a crowd of 400 that The Pearl turned over to them.  The tax paying business then gets shut down for code violations.  Citizen revolt???
