Downtown Turnaround, A City Council Candidate Forum Under the Stars

Downtown Turnaround is a candid forum with the City Council candidates on what they would do to
address the issues facing Downtown. The forum will be moderated by WJXT/TV 4 Meteorologist,
Rebecca Barry.

We believe the following tenets are both essential and attainable in the near-term and necessary to advance Downtown.
1. Focus on the Core â€" Only by concentrating our limited public and private resources on our city’s historical and cultural core can we effectively revitalize Downtown. History shows that dispersion of facilities, activities and funding has been detrimental to the creation of a vibrant Downtown. Thriving downtowns have density.
2. Create a Compelling Downtown Experience â€" Improving the “fit and finish†of Downtown, and activating the streetscape with small-scale events and promotions are less expensive needs in Downtown. Using what we have and activating existing vacant and underutilized buildings contribute to creating a compelling experience in a compact, walkable area of the core. Most importantly, history confirms that there is no single project that will turn around Downtown.
3. Insist on Public-Private Leverage â€" Successful downtowns typically reserve public money for projects and activities that require or encourage significant private investment. The city needs to re-examine its policies to make sure that taxpayer funds spent on capital projects and on event programming are, where possible, used in ways that encourage private development and have a positive economic impact on existing businesses.
4. Bold and Ambitious Leadership â€" Not only do we need individual leaders who are visionary and ambitious, we need to ensure that our efforts to create and maintain excellence continue regardless of elected leadership. It will take strategic thinking and open and honest debate that should be welcomed to chart the best path and ensure the right series of decisions are made.
In evaluating the success of other great cities, it is a fact that they all have vibrant downtowns. To be a great city, Jacksonville must address the needs of Downtown. We hope all candidates recognize the importance of Downtown to the city’s future and are up to the challenge to do what is required to achieve our potential as a great American city.

I just RSVP'd. It will be interesting to hear what the candidates (especially the at-large) think downtown's issues are, and what they are going to do about it. I will be paying close attention to how they answer, because I don't want people who just talk. I am looking for people who are willing to do whatever it takes to get results.

I signed up, but I may have to dip out early.
Just a few observations from last night's forum. It is a shame Tappouni and Hall are running against each other, both would be welcome additions to our disfunctional council. I think the biggest shame is that Redman didn't even bother to show up, I definitely had some questions for him.
On a side note, before the forum I took a peek at the renovations at Friendship Park. They just planted some beautiful palm trees between the fountain and the stone berm area. looks really good. Also if you haven't been to new Planetrium it is a huge upgrade from the old one. I think I'm going to take the family to a cosmic concert this weekend.
I was able to briefly attend last night. The setting and food were fantastic. I was able to chat with Candidate Juan Diaz, who was very informed and enthusiastic about revitalizing downtown. I also spoke briefly with Audrey Moran, who is an absolute delight. She was very warm and candid, which was very refreshing. I also saw Jim Bailey, who I wish was still running, but I respect him a great deal for all that he has done.
I can't speak on the actual discussion, as I had to leave early, but the event was great. Thank you to all that hosted it.
I was unable to attend, but did discuss who was there and what was said with someone who did make it! No representation from District 13 was listed or attended! Not good for the District 13 voting public!

they only invited candidates from at large districts and downtown districts.
I was very impressed with Juan Diaz. I think we will have a much stronger city council with him and 1 of Hall/Tappouni.
It would be a travesty if anyone but those 3 win the at large bids in those 2 districts.
I have known Juan Diaz since I moved here 5 years ago...he's a great guy and we've sat down to talk about downtown and transportation issues several times.
Jim Robinson (running agaisnt Juan) would also be a step up from what we have now.
Robinson had little to no vision for downtown and frankly doesn't even seem to care for downtown or the urban core. Look at the list of "issues" on his website. The section of "Downtown Development" should tell anyone all they need to know about him.

In this race for me its a slam dunk with Michelle Tappouni. I'm running up and down with high fives.
The three pointer that put the game away for me was the opening presentations that were moderated by Rebecca Berry of WJXT/TV4 and every candidate opened with an opening statement and Michelle Tappouni went last and pointed out that none of the previous candidates in their opening remarks mentioned that one of the most important elements of our Downtown is the River. Her statement was met with resounding applause.
VOTE FOR TAPPOUNI for the AT-Large Group 5
Redman never agreed to attend. He was meeting with JSO in one of the Southside neighborhoods. If you all have questions for Redman please let me know.

Scott that is so weak. Reschedule with JSO. No big deal. This was Downtown Vision and it was attended by other Board members of Downtown Vision and Gaffney was a no-show too. But Don is the city council representative and of the 19 council members he is the one that is supposed to hear the concerns and then can introduce legislation on behalf of the Downtown Vision stakeholders that will hopefully move our city forward and not backward.
Fortunately councilman Warren Jones was there and he will ask councilman Gaffney about the 680'Promised Downtown Public Pier. Why haven't you done anything? The Public Trust continues to be totally destroyed in this community. Do something! Councilwoman Jenkins did and the OFWB wasn't in her district.
Since he is running unopposed. Redman doesn't seem to have much interest in letting anyone know his position on the promised pier, but we would sure like to know.... were listening Mr. Redman.
We also don't get a response back from calls/emails.
I really hate to say that, but it shouldn't take calling someone out on a public forum to get responses.

With all due respect b/c you sound like an affable guy, but I have quite a few unreturned emails and phone calls under my belt. I was once directed to go find Mr Redman at the barbershop, which I found quite offputting. A return phone call or email is expected, especially for taxpaying citizens who have an obligation to be at work during normal business hours. It is the smallest district in the city after all.
I wouldn't expect to have to track down an AC repairman at whatever deli they are eating lunch at just so I can get a question answered about the AC unit they are supposed to repair. Why should I expect anything less from an elected representative?

For the two unopposed city council candidates and especially the one who is supposed to represent Downtown the no show at the forum that was named "Downtown Turnaround" was a slap in the face to not only the the Board members of Downtown Vision but to Terry Lorrince, her staff and every citizen who participated and took their time to show up and listen to what our elected legislative representatives are planning to do.
As for the Promised 680' Downtown Public Pier the Governor of the state of Florida is aware of the issue. And he is correct in that right now its a local issue. In my opinion its turning into Shipyards III. After the elections it escalates in my opinion to another statewide joke. Scott I've emailed you. Actually I've emailed Don. Do something. Waiting for an email response back. We were there together and both heard that the pier can happen now. 2010-604- What are you afraid of?
Again I give super props to Michelle Tappouni who knows and is making an impressive attempt to understand a Downtown issue that could immediately catapult this community in how it provides access to our St. Johns River our American Heritage River in our Downtown Jacksonville Overlay Zoning District and how the total Govt takeover of our Entertainment District by a yet created DIA by a recommendation of the Jacksonville Civic Council that would still have to be voted on by our Jacksonville city council will effect our community for decades to come.

Top of the list goes to anyone in the spring elections.

Agreed, the finger pointing back and forth b/w Redman-Gaffney is also tiresome. Twice in the last decade both Hogans and the Shipyards failed b/c of a lack of leadership. I refuse to let it happen a third time.

The detailed district maps that are on the coj website show that the actual piers in the water are in district 4, but the land the shipyards property sits on is in district 7. It's quite odd.

I'm afraid he's got you, Scott. The piers are in District 4 while the shore is in District 7.
I now realize there are a couple different versions of the map. My boss does not have any plans to request changes to the Shipyards property. Currently the City owns the entire parcel. As long as the City owns the property it should not matter.
That's where we respectfully disagree. It DOES matter. Without that seperate parcel, there is nothing that would stop a developer from buying the property intact and chosing to restrict public waterfront access on the site. The city has the property, the next step is to protect this opportunity by ensuring it has public use.
Case in point, the Fuller Warren fishing pier. History has proven time and time again that if we don't act to preserve, we will demolish.
I've spoken with you on the phone before, you are a very polite fellow and I thank you for that. But I find it EXTREMELY odd that you can come on here on a public forum, but your office ignores emails upon emails.
If your boss can take the lead on the Riverwalk, why can't he take the lead on the pier in his own district?

Are you kidding. They are not in a position of legislative authority. Any of the candidates. Don can file the legislation. And for the record I've been directed to go to the barbershop too. File the legislation. What are you afraid of?
When is the next Board meeting of Downtown Vision? Open up the Pier. Use the River. Don, can't make any more excuses and pass the buck. Don't allow this to be Shipyards III.
Scott, I have enjoyed meeting you several times also. You were very helpful to me on those occasions and I have no grievances whatsoever with how you have done your job. What is a little troubling however, is that Councilman Redman was elected to the position - and yet we never seem to hear anything directly from him. Would he be willing to join Metro Jacksonville and participate in a forum about the issue of the Shipyards? I think I can speak for the others that we would all be on our best behavior. Just look at the other forums that have occured with the candidates. It has been very respectful.

I appreciate all the kind words. I try very hard to remain open minded and helpful.
I am sure all would be respectful but he would prefer to meet in person. For those who are interested in attending a meeting concerning the Shipyards please give me a call 630-1394. We can meet after the new Mayor is in place; that way we can include them on the discussion.

No! Do it before. The Public Trust has been crushed. Destroyed. This can be Shipyards III. The council could have attached an amendment to 2010-604 but didn't. Now you have so many factors that are just mounting and the revelation that Don CAN, COULD, and SHOULD move legislation forward will tell immediately to all the new city council members and Mayoral candidates and to the members of the Civic Council that you may be seeking a total Govt takeover and the creation and the elimination of District council representation on certain issues but there is no way in heck that you are going to take away our Promised 680'Downtown Public Pier also know as Bay St. Pier Park.
The Governor is aware of the issue. And in his letter to me said that its local. He is right. Stop using the people of this community like pawns. Don can hold a noticed meeting immediately. Warren Jones was going to do it. But you wouldn't know that because you blew off the Downtown Turnaround put on by Downtown Vision. Warren Jones is going to be part of Jacksonville's Maritime history when he joins Mayor Peyton on the opening of the floating dock at RAM.
The beautiful thing about this is that the Office of the General Council is aware of this issue and its becoming Shipyards III and that is unfortunate on so many levels.

Noone, I haven't bothered Art Shad with it because I knew he was leaving office. Once Lori gets rested from her campaign, I plan on asking her what she thinks about it. Reading back a few posts from Scott Wilson, it sounds like Councilman Redman will meet with us to discuss the issue, but he prefers to meet in person and once the election is over. Only 7 more weeks. Realistically, nothing is going to happen before then on anything of consequence. It probably doesn't make sense to introduce anything either because as we have seen in Tallahassee, the new guy will want to review everything anyhow.
I do plan on attending the waterways commission with you on the 13th.

He introduced legislation to move Halloween. He can introduce legislation to have the Promised 680' Downtown Public Pier separate from the disaster that was Shipyards/Landmar. That was one of the biggest campaign concerns when he ran 4 years ago.
I can perfectly understand not contacting Shad. But on the other hand can you imagine how exciting it should be for Dist. 5 and knowing that there is this piece of legislation and expand it to Dist.14 with Dame and Love. Just like that out of the starting block the river and these historic districts could explode with a new vibrancy.
Will my councilman take the initiative and get the credit. We will know soon. I hope he does. That is why we have District representation.

JJ apreciate the feedback. Cycling is his passion and can understand the topic and issue. Did you meet at his office in the St. James building? The protest of a street closure was that Palmer Terrace park or Holmesdale and a meeting at the Mudville? I'm just taking a WAG.

I now realize there are a couple different versions of the map. My boss does not have any plans to request changes to the Shipyards property. Currently the City owns the entire parcel. As long as the City owns the property it should not matter.

Don was a no show at the Aug.24 Board meeting of Downtown Vision where safety presentations were given by an ACA instructor and observations from an out of town outfitter to potential increased Waterway activity in our Downtown. Positive feedback.

Has anyone heard from Redman or Gaffney? I just came across something that in order for the Landmar project to move forward they had to show $500,000,000 in assets to continue to move forward. The stalling of 3 J-Bills that would restore the Code of Ethics that was in our Charter in 1968 and removed in 1972 was a recommendation of the recent Charter Revision Commission meeting now may not happen.

The city council is now taking amendments on 2012-212 and 2012-213. Attach an amendment to 2012-212 That would keep the Historic Promised 680' Downtown Public Pier separate and outside the control of the yet to be voted on DIA. The administration would support such an amendment. Councilman Redman, Do something.
As a participant in a past JCCI study River Dance "Putting the River in River City" and another Downtown report that was done by Chan Krieger and Associates and their recommendation that vertical access points are needed to narrow our river.
Councilman Gaffney in a recent phone call to me supports the current Shipyards/Landmar 680' pier being separate and outside the control of this yet created DIA.

The 8/2/13 Downtown Experience Committee meeting of the new DIA and just 17 days away from the new CEO Aundra Wallace (I feel sorry for the man already) taking control and in my opinion started on the steps of city hall with Mike Field and councilman Warren Jones.
After the meeting I shared with Mike Field and showed him the Jim Love, Kevin Kuzel, 26' Berkman floating dock compromise misrepresented by OGC to the Jacksonville Waterways Commission during the 2013 FIND grant application process. The commissioners of FIND appointed by the Governor are aware of the issue. Pull the tape. And when we went outside there was a spontaneous opportunity to share the same concern with Jacksonville city councilman Warren Jones.
A Downtown Turnaround and zero representation from your elected representation and what will happen? A noticed meeting by a city councilman not in your District that could have the immediate potential to restore the Public Trust to our St. Johns River our American Heritage River a FEDERAL Initiative in our new highly restricted DIA zone.

Attach a 10 minute loading and unloading commercial zone somewhere along the 270' of the NEW floating docks. Don't give it to one vendor with a 10 year no compete clause. Restore the PUBLIC TRUST.
