Rick Mullaney, the inept general counsel for the City, has resigned to run for Mayor.  He can't win, and he can't go back to being general counsel (I mean, he could, but he won't get rehired).

Mike Hogan goes in, and Mullaney goes out - that's what I call a win-win!
