Faye, going back to the initial post - it seems that what you quoted and what you cited are two different documents that are completely in contrast to each other.  I'm assuming just an honest mistake on your part. But none the less, the truth is that your claim is completely false.

Tripoli has already pointed this out.  Also note that on page 16  of the bill - it will be illegal for you to carry private insurance.
