I am thinking it's the "source of answers" as in the Wizard of Oz.  Or, maybe it plays a role like that monolith that is featured in the opening of the movie, "2001, A Space Odyssey"!  If we could get it to pulsate or throw off some sparks, it would be truly eerie.  A prize for the picture of it glowing when lightning strikes it. 

I sure hope Rep. Fowler had a sense of humor.
