Low taxes, broken promises related to consolidation, and a large pipeline of infrastructure projects (stadium, parks, septic tank phaseout, jail relocation, convention center, UF, etc.) are why, years later, it still irritates me that Lenny Curry and Aaron Zahn so badly poisoned the well on any talks about privatizing JEA that any further discussion of the idea is a total non-starter. There's no reason it can't be an option we kick the tires on as a city, talk about honestly and realistically, and vote up or vote down via referendum.

I think there are a lot of things the City could do to finance these projects short of selling JEA which would be a one time hit that would likely enable entitled politicos to blow the proceeds mostly to enhance their own political standing, not the greater welfare of the citizens of this City.  This appears to me to have been Curry's plan and I don't doubt his successors would love to do the same if given the chance.

Avoiding boneheaded non-fixes that cost more, not less, dollars to fund the pension plan, failing for years to raise the garbage fee, holding down property tax rates for political gain, giving developers unnecessary corporate welfare, wasting $400+ million of local tax revenue on the U2C... are just a few quick things that would provide dollars for bonding the listed projects.  No doubt, Elon Musk could find a few more things...  especially if they could also benefit his personal fortune ;D
