Well, we DO have China currently spewing away to such an extreme degree that parts of Russia, South Korea and Japan are blanketed with toxic dust every spring, but at least the EPA helps keep us safer here in the US.

The funny thing about China, though, is that for all of their emissions, they are at least trying to do something about it. They are making efforts to mitigate their emissions and are currently world leader in wind and solar energy. And they're also undertaking a massive reforestation project.

China is also the world leader in Ocean Destruction. They've already torn apart massive amounts of reef systems throughout APAC waters. Now they are in the process of completely trashing the Galapagos. Yeah, China talks a big game and selectively allows reports to exflitrate that are flattering, so I take their claims about environmental stewardship with a grain of salt. The EPA was formed over 50 years ago, we've been cleaning up our act since before China was a global influence or manufacturing center.

I can already hear somebody talking about "lifetime pollution outputs" when people talk about the US and England, but the fact is that technologies exist today that allow humanity to more effectively process pollutants regardless of the current state of industrialization of a certain country. Of course, places like China and India are renowned for their cheap (nearly slave-wage) labor, and incredibly cheap manufacturing capabilities (thanks to their lack of regulation). People here, and all over the world, are happy to ship their nasty bits offshore to save a few bucks regardless of the environmental or human costs. As a result, as humanity grows and continues to want cheap disposable goods, the oceans are being polluted at an alarming rate, plastic waste is rampant, and millions of trinkets and planned-obsolete products are stamped out at an ever increasing rate, sometimes just to create an economy of scale to undercut other producers, bolster sales, and keep you buying cheap crap.

The current thinking, as evidenced by language in the Paris Climate Accord, is that we should allow currently industrializing countries to pollute like we did back in the day in order to catch up with the US and England, and once they do THEN we start regulating their pollutant outputs. Alas, if you slap the words "green" or "climate" on some agreement people will think it's good for the planet, but when you dig down into the nitty gritty language, you can see the real inner workings and farcical nature of giving certain places free reign to pollute as they see fit in order to play catch-up regardless of the fact that we now know better as a species, and can do better, but are willing to turn a blind eye so we can get the latest iPhone or garbage-quality Harbor Freight tools.

That may well be the case. But it doesn't mean they aren't trying to take steps in other areas. My point was more that the issue is multi-faceted.
