The Jacksonville Community Council has released a Quality of Life report that highlights some of the critical factors affecting the future of Jacksonville.

Not a bad report.  It shines a pretty good light on Jax in 2006.

There are still some things to work on but that is just the nature of a city.

The "Did You Know" section seems to be primarily positive. But what are the little flags and stars? If I remember JCCI reports, I think the flags are RED flags, or indicate an item of concern, and the stars indicate an item where the area does especially well? Would be great if JCCI could clarify this.

There are 8 flags and only 1 star. Interestingly, the 1 star was for the amount of parks acreage per resident (good),  but there was a flag for parks maintenance/upkeep and programming?

The flags are red flags -- areas of priority concern -- and the stars are gold stars -- areas in which Jacksonville's doing fairly well or moving in a positive direction.

The indicator on park maintenance and programming did receive a red flag -- on a per-capita basis, and adjusted for inflation, the resources allocated for maintenance and activities was the lowest since 1995.
