Retroactive 3 years? Is this Pay to Play? What is the position of SJRK, EPB, JU, UNF, SJRA, SJRWMD, Sierra Club, Planning Dept? This was at the 11/10/16 Jacksonville Waterways Commission meeting.

So where is the mitigation area? How large? What is the penalty if any that is being waived? Does everyone remember Freedom Commerce and the headwaters of Pottsberg Creek and the mitigation was a potato farm in another county.
