This is just what I was talking about earlier, streamlining government. Look no further than the problems with St Louis's government; Not combining the city, county and other municipalities' governments (consolidating). Don't listen to me, listen to Tony Messenger from the STL Dispatch. "That process (consolidation) would make us the eighth biggest city in the country".  And "We no longer have the horrible crime stats that we have".

Government ineptness is also a big part why the Rams left STL; They accepted a horrible stadium lease when they first got the team. The bungling of STL's would be NFL expansion team in '93 (our Jaguars) that was basically handed to them on a platter was well documented. So just imagine the other all of the other various issues outside of sports, and you get the idea that fragmented government can cause disarray esp within a polarizing political realm.

Cities like Jacksonville become so huge in size despite most other areas not being densely populated because ambitious politicians want to become more self-important and have their egos to massage. Jacksonville should, at maximum, be one third of its current size.
