You can not really compare JEA workers with officers? JEA does not have to race to a site all day and night to save someone's life. But then again, I am for foot, bike, and mounted patrols for JSO so yeah, I do have an issue with a bunch officers doing drive by policing, some yes, all of them no.

Yea it's just electricity, it's really not that important I guess....

They give out bonuses based on safety & perfomance ratings, but i'm not about to defend that one.

All I will say is that the good ol boy network is still alive and well there as it is in the city government in general . Sometimes the average jacksonville citizen is a bit harsh on the utility but other times.....they know they're the only game in town. I see both sides of the argument really. I don't know how you'd get the same kind of do more with less regulation that you would in a typical mid-large size corporation though.
