The staff issuing an RFP generally remains unaffected by a change in leadership.  In the meantime while all eyes are on Sleiman playing the Mayor for money, no one is looking at the grand plans of Shad Khan which not only include free land and tax breaks but also funneling all money made in property taxes on those improvements back into his development and company.  His submitted plan was in he hands of the Mayor before an RFP was even issued.  Both Khan and Sleiman are looking to push through their deals before July while Brown is still in office.  Let's hope we have enough independent thinkers of the council to not sell the taxpayers out.  These projects need to be fair on all sides.
