No, they're not done. They're just withdrawing the challenge while the agency reconsiders the rules. If they don't like what the agency comes up with, it's likely to be back. By the way, this challenge was not by big beer, it was the Florida Retail Federation.
Florida Independent Spirits Association, which represents liquor retailers, was also a party. Unfortunately they do have a case, but only because our liquor laws are so convoluted and silly. What we need here are fewer and more sensible laws, but it's very unlikely that's really what these organizations really want. They want to use the current laws disadvantage craft breweries.
Do you believe that when the blue jay or another bird sings and the body is trembling, that is a signal that people are coming or something important is about to happen?

No, multiple parties were involved: (1) Fla. Independent Spirits Association; (2) Fla. Beer Wholesalers Association; (3) Beer Industry of Florida; and (4) Fla Retail Federation.  Big beer was most definitely involved and driving the bus.
