The state of Florida. The country needs to immediately understand that Jacksonville runs a tight ship. Do we know who the captain was that hit the Mathews Bridge? Was the captain on the boat?

Does anyone else feel sorry for the Baltimore guys? Hope they sue for millions. Wrongful termination.

2014-412 The illegal purchase by the Executive Branch (Mayor) circumventing and defrauding the Legislative Branch (Jacksonville city council)

2014-190 The funding for a completed Southbank Riverwalk. A new yet to be built floating dock with one vendor with a 10 year no compete clause. Announced at the 4/2/14 noticed meeting. Again Scott Wilson, Don Redman feel free to jump right in on this.
So now we have 2014-305- New docking Rules and Penalties. Look at the size of this zone. Kind of like the food truck legislation. The penalty for a commercial infraction is the impoundment of your watercraft and a $100 fine for starters. Does this say VISIT JACKSONVILLE?

According to Tera Meeks, Chief of Waterfront Programming and Management for the city of Jacksonville an amendment can be attached to 2014-305 that would simply say that on any existing or new dock, pier, kayak launch exists a 10 minute commercial zone for passenger loading and unloading.

How many 10 minute commercial loading and unloading zones do you see in this new yet to be voted on by our Jacksonville city council in this CRA/DIA piece of legislation 2014-560? There is only one and according to a CRA consultant this is in a 4.8 mile highly restricted Waterfront zone. Not good.

There's only 1 ten minute loading zone shown on the map. I think Noone believes there should be more.

I guess I'm confused as well.  I know that at Metro Park, thre is a section reserved for the Taxi, an area for the pump out (the only one from I think Ortega to Mayport - me thinks there should be a mobile service as right now, all the dock bound live a boards just, you know...) and that there is a section for passenger pick up.  That means you can go and park your car and get on your friends boat for the day.  That is on the outside Metro Park docks. Once inside, it is, unless they have changed it , a 72 hour rule.  Dockage is free but if you want power, you pay.

I believe all the yellow city owned and operated docks follow the 72 rule unless otherwise noted. The downtown public docks are often well used on a good weekend.  As they are under the 72 rule, there does not seem to be a need for the 10 minute loading zone except on a very busy weekend. There is a 30 minute zone - the only one?

What is labeled St John's I know as River City and is public but under like a 99 year lease.  I kept my boats there for several years but the docks are not that nice, are no longer set up for a major storm surge and frankly, I got tired of the current, which is the primary reason why more boats are not docked there.  Cost made a difference as I no longer can use it as much as I want as well.  A new floating dock set up with a better design to account for the high current would most likely fill that place up.  However, the way I believe the lease works is that the docs must be paid for by the lease holder so I doubt it is cost effect to do pay out those millions.  Part of the city's plan for a vibrant downtown should include the cost of those new docks regardless. 

The Berkman docks are nicer and newer.  They must have an issue as they only get a few boats in.  I think at first they tried to sell them but now I believe they try to rent most of them out.  I suspect they are asking too much per foot for what and where they are.

The other private docks are off of the commercial office spaces and are off limits to the public.  Though I did go to one in an emergency once.

The commercial docks, well we all have seen what ties up there.   Also the coming docks in what is normally known as the Shipyards.  If they develop that site in a pedestrian friendly way and with good restaurants and retail, making those areas like Downtown would be great.

The Ram dock surprises me as I would think that would be a loading zone only as it s not that large but it appears to be under the 72 hour rule unless it is posted otherwise.  The docks at Sisters Creek for instance are public but posted for no over night stays.  You can get a permit to stay overnight if you ask ahead of time.

I also wonder if there is a misprint as it appears that they tried to have two things on a couple of the Southbank locations; they may have tried to show 10 minute  loading or perhaps 30 minute planned zones adjacent to the Taxi docks.

Charles, Great Post. Call it like you see it. You can't make this stuff up. The total crushing of the Public Trust.

There are so many examples of legislative corruption. My favorite is what I call the Jim Love, Kevin Kuzel 26' Berkman Floating Dock Compromise (Shipyards III) misrepresented by OGC to the Jacksonville Waterways Commission during the 2013 FIND grant application process. I will swear to that in any court of law.

Support an amendment to 2014-305 for a sustainable opportunity that anyone can go to the next level.

Would love anyone running for political office to point out the new opportunity spots on our St. Johns River an American Heritage River a FEDERAl Initiative in our new CRA/DIA zone that has yet to be voted on by the 19 members of the Jacksonville city council  ( Legislative Branch). The legislation is 2014-560 and a Public Hearing before the full Jacksonville city council on 8/27/14 then Private meetings. Don Redman, Scott Wilson feel free to jump in here.

Thank you sheclown and all that you and everyone is doing in Springfield with educating all of us with the governmental guidelines that have been broken but we have to follow.

Tufsu1 please share our story and the experience of the opening of RAM, Community First Saturday, on the Riverfront next to Berkman. I shared the story at the 8/20/14 DIA Board meeting during my allotted 3 minute period when the Board took up 2014-305 as an emergency agenda item and referenced DIA Board member Tony Allegretti. I was out in the river in my kayak but my experience was altered because of access. This map is textbook on how everyone will be effected going forward.

Don't just Pick the winners and losers.
Look at the map. It says
DON'T VISIT JACKSONVILLE.
2014-305 is active legislation and an amendment can be attached so there is opportunity for everyone.
Every news organization should be showing this map especially if it is tied to the Mayor's prioritized spending of using the Banking fund for projects (2014-468). Shipyards comes to mind. JEA property, The Landing, DCPS Building.
Remember that nobody was aware of this map until after the 8/13/14 Jacksonville Waterways Commission meeting. Everything is total Backroom deals.
