Jacksonville Sheriff John Rutherford reeled off the kinds of life-threatening activities that everyone has seen on city streets.

Drivers reading from a book or smart phone propped on the steering wheel.

Pedestrians dashing across streets far from designated crosswalks.

Bicyclists failing to obey the rules of the road.

In 2012, traffic fatalities in Jacksonville shot up to 138, a 34 percent increase from the previous year. The death toll rose for drivers, walkers and bicyclist
