I think the ramps were there first, I think the Chamber building was built about the same time as the Daniels Building (now part of the Hyatt), and the Hyatt spans one of the ramps.  Ever notice the Chamber and Hyatt buildings fit together like a jigsaw?

If my rusty memory serves correctly, the Chamber originally wanted their building to be up in the air, over the Main Street ramp to the bridge.
