As we now live in a time when certain global organized malcontents are actively seeking ways to destroy our major cities, Jacksonville's oft lamented "innaccessability" is actually a great strength in regards to defense. As the middle eastern wars grow and continental Europe gets pulled in, more attacks will undoubtedly reach our shores.
NY, Atlanta, Miami (South Florida), LA, Chicago, etc all the biggies remain targets because of their great wealth and also ease of accessibility with anonymous urban transports. Jax however, is a tough nut to crack. It's got the naval base right on it's vanguard. It has no real city center that is considered a target. It's difficult to get around, and the expanse of suburbia is not really a target of interest either.
What's more - when said cities encounter more attacks, financial groups and businesses are going to be looking for more stable areas to set up shop. Jax will be there waiting. It's strong and independant spirit will serve it well I think.
I suppose tearing down all of your buildings before the terrorists can is one strategy...
