Oklahoma City is WAY AHEAD of us in this... Rather then Hemming Plaza, they have the botanical gardens, of which a huge portion is tropical and inside a giant glass bridge. We are talking huge, full size trees, waterfalls, trails etc... A flippin' rain forest on the prairie.

I think the closest thing we have in Jax is the Jacksonville Zoo and Gardens. Although they don't have a dome, I don't think they need one to grow tropical plants.
