The Federal government (Office of Management and Budget) determines what counties make up the MSAs (Metropolitan Statistical Areas) based on economic connections. The Jacksonville MSA is Duval, Nassau, Baker, Clay, and St. Johns Counties. The Orlando MSA is just Lake, Osceola, Orange, and Seminole Counties. But it is also combined with a larger for Daytona, that does include Flagler, but not Putnam:

There is nothing to fight about....the U.S. Census definitions are based on commuting patterns.
As such, there should be no concern about St. Johns County joining the Orlando MSA...and in fact, the new North Florida TPO (Jacksonville MPO) model includes Putnam County!

Doubt it. Palm Coast/Flagler became its own metropolitan area in 2006. However, it is a part of the Orlando-Deltona-Daytona Beach Combined Statistical Area. After all, it does have a closer relationship with Volusia County than Duval.

correct Lake...this is why only Putnam County (and not Flagler) was added to the Jax. MPO model
