Founded in 1995 by Patrick D. Bienvenue, Rosemary Beach is a New Urbanism–inspired planned community located just west of Panama City Beach. Its design draws inspiration from the French Quarter in New Orleans.

Visited there a few years ago.  Along with Seaside and Alys Beach, Disney-fied towns by the ocean  8) .  All quaint and well planned.  These "modern day" creations have more active town centers than Jax because they know how to create a vibrant scene.  Jax leaders should visit them and learn some lessons that apply to big or small towns.

I find it interesting, too, that Rosemary Beach chose to emulate a town that is walkable and with historic architecture and cobblestone streets while Jax chooses to demolish its past.  Rosemary created a town with some character while we build one that is sanitized cubes.  Lastly, Rosemary made sure, proportional to its small population, to set aside green space on the ocean for public use while we work to diminish same on our waterfront in Jax.
