Expanding space and facilities will help the emergency department handle a larger number of patients, reducing overcrowding, especially in emergency situations. However, the investment cost is very large and is also a current challenge. Has there been any calculation on this?

Based on internet readings about costs for this type of construction, some street rumors and the announced square footage, this appears to come to between $100 and $200 million, probably higher than lower. For a nice donation, I would guess naming rights are available if you are interested ;D.
