Clearly you've never had to investigate anything before. Leave no stone unturned until you get the answers you're looking for. I bet he posted on NextDoor too and now it's just overrun with theories about whether it was a fox or a coyote that stole the cups from Krystal. Charge the animal with theft? NO! He was here first so really they were his cups in the first place... Susan caught a picture of a guy on a Ring camera who may or may not have stolen all of he chili cups. Either way, he looks suspicious, so keep an eye out for him.
Krystal still serves chili on chili dogs and chili cheese fries. If they can serve chili on those things, why can't they serve it in a cup? Why did Krystal quit serving chili by itself?
I know a restaurant owner who reports the prices of foam cups and trays, plasticware, paper products and other non-food "accessories" has gone up multi-fold since COVID, much more than even food costs.
Serving chili on dogs and fries doesn't entail added packaging costs so that doesn't have the same issue.
Just for water in a cup, they now charge 50 cents, mostly due to the cup. If Krystal has the same story, it is likely most people wouldn't pay enough for the chili if they raised the price to cover the cup :). When a chain drops an item, it is likely because it isn't profitable enough to keep serving in relation to demand and pricing.
