I took a brisk walk through Mayor Deegan's first Capital Improvement Program (CIP), which starts with Fiscal Year (FY) 2023-24. Here are some of the downtown infrastructure projects:
Two-way Street Conversions (apparently there are others covered by the DT CRA?)
Monroe Street: Engineering & Design (E&D) was funded in prior years / Construction (CST) FY23-24 $4M, FY24-25 $4M
Pearl Street: E&D FY24-25 $1M / CST FY25-26 $4M
Julia Street: E&D (prior) / CST (prior) and 23-24 $3M
Hogan Street Pedestrian and Traffic Improvements, in coordination with the adjacent Emerald Trail, from JWJ Park to Riverfront Plaza Park
E&D FY23-24 $0.5M / CST FY23-24 $3.5M
Main Street Pedestrian Ramp to North Riverwalk (this confuses me, I thought this was supposed to be part of the new park construction?)
CST FY25-26 and 26-27 $2.6M
Northbank Riverwalk Extension, Catherine St. to Metro Park - CST (prior) and FY23-24 $10M
Southbank Riverwalk Extension (west to Fuller Warren Bridge in front of Baptist Medical Center) and New Docks (between Charthouse and DCSB) CST FY24-25 $15M
Shipyards West Park, 9 acres E&D (prior) / CST (prior) and FY23-24 $10M
These two projects are listed as "beyond the five-year CIP"
Pre-Trial Detention Facility - 3,000 beds, Location: Lannie Road - CST $244.6M
Police Memorial Building - current=200,084 sq.ft. / proposed=365,353 sq.ft., Location: TBD, CST $96.3M
Interesting.
There's been a lot of talk about those two-way conversions, we'll see if this is finally the time they really happen.
I'm guessing both the Hogan St and Main St projects are taking advantage of multiple funding pools in order to actually do the project. FDOT does this all the time, separating projects into multiple phases in order to draw from different funds.
For example, there's no way that $10 million is enough to do what's been pictured for Shipyards West. Absolutely no way.
Very interesting to see that the jail is being listed as Lannie Rd, that backs up the suggestion reported a few months ago about it being colocated with the Montgomery Correctional Center.
I'm also very curious about the idea of nearly doubling the size of the police building. Although, it's funny that 365,000 square feet is juuuuust slightly larger than the currently vacating JEA complex on Church St. There's an idea, potentially.
