If Perkins+Will is confident in the cost estimates in their proposal, would they be willing to sign a contract with the City to produce what's in the plans for the stated cost - absorbing any cost overruns?

Of course not.

What happens when they complete their design plans, and the costs are significantly higher than their response to the RFP? Or they VE their plans to meet the apparent city budget?

Shouldn't that piece of art, or whatever it is or will be, be moved to the left (facing the viewer of the photo), so as to be seen down Laura Street from anyone walking south on Laura? I guess they don't want to block the "straight away" view of the River. You'd see the river anyway but you would also see the art staring at you while walking south on Laura. Oh well, who am I?

Seems like that would considerably decrease the lawn space to be used for special events and all.

I am sure THEY can figure it out; that's why THEY are being paid the big bucks. Anyhoo, if not, leave it as is.

Great article.  There is one other possibility... it follows the examples of the stadium and the courthouse and gets built as designed but at 3x to 4x what was budgeted.

Either way, the City has a problem hitting the nail on the head when it comes to public works projects of almost any kind.  And, then when the projects are finished, somehow we find the taxpayers are also on the hook for construction deficiencies such as leaky roofs because the City failed to negotiate a decent warranty and/or verify they/we got the "professional" job they/we paid for.
