I remember Cobb and Atlanta environs circa 1972
Most Red Government entities work furiously to accommodate " Growth", eventually transforming huge swaths of acreage to " Blue".
During the Transition, established residents have no idea how they might in fact effectively become engaged to " Stop" the ' Inevitable' change, maybe even Dodge NIMBY story tale.

I personally worked to alter the beltway route envisioned in the early 70's away from what would become the Ravines Conservation Area. A " victory " for public lands, conservation. Not enough.

I'm not sure what the simularity one would see. Duval + Jacksonville's nasty debt problem from pension obligations, not infrastructure.
Certainly wouldn't help adding a $233 million loan to it, that then requires another $100+ million in interest.
But this does seem like an issue more likely applicable to a place like St. Johns County than Duval proper.
