I think most cities need more people like this on their civic councils/commissions/boards etc...

I think it's important to have a reason for it. Voting no for the sake of voting no or wanting to drown government in a bathtub isn't necessarily the right thing to do. Also not every city is Fargo.

If a developer tell you that they will build a project with or without incentives the only reason they want them is to pad their pockets.

Correct.
Basically in any transaction in life, you're not really doing your due diligence if you don't ask/apply for every credit that's available to you.
Some you need, some you just want. Some are deal-breakers, others are just icing.
In most cases, for developers, it's just icing, which is why I've just never understood why it's so damn hard for our council members to say no.
