Where is the Board Room going to be? Even zooming in, I didn't see it (not saying it isn't shown, but I didn't see it).
Assuming the JEA remains a public agency, the Board Room will have to be open to the public.

The board room isn't identified on the plans, although the space labeled offices on the bottom floor could potentially be one.

Or, maybe, the Multipurpose room in the lower left?

And, architects (or engineers) who don't put North at the top of the drawing should have to draw there next project with a T-Square on a Drafting Table, no computer ...  [grump]

sorry - I thought you were asking for a north arrow - I have no problem with not having north at the top

Good thing he wasn't looking at vertical circulation details that are often times horizontal when you open the prints.
He may have very well lost it.
