Arlington boulevards look terrible and of course the status quo will resist transformational change.  Hopefully, residents and homeowners, suffering from abutting blight along the community's commercial corridors, can keep courage and undertake bold action to see their community improve.  If businesses in brand new communities can flourish with the landscaping and sign standards observed, surely the old communities deserve the same care for their aesthetics.
